"Do you have a volt meter? Check that there is 5V present across the + and - pins of the APM input connectors (the pins that go from the APM to the radio receiver. At least that will tell you that power is going to the receiver."

What is the status of OF_LOITER mode in the latest ArduCopter release (2.8.1)? Is it supposed to work, or is it still a work in progress?
